Somewhere in here. It's hard to find, but it's there if you do some reading, but the actual quote is more along the lines of “Although a soldier by profession, I have never felt any sort of fondness for war, and I have never advocated it, except as a means of peace.” Unfortunately, this is one of many misattributed quotes. The NCR and Legion aren't fighting for funsies and Lyon's Brotherhood didn't fight the Enclave 'just cuz', they all had ideologies that brought them to the point of violence to push their vision of a better wasteland.If anything F4 is even better because it has an individual that fought prior to the Great War, was then frozen and thrust into a whole new world where once again, war seems to be the answer to everyone's goal. If any person is qualified to reflect on the state of war and how it doesn't change, it would be the guy that experienced war then and now.
Are you serious? The line isn't referring to actual literal war changing, it's referring to the constant human struggle, pitting man against man. So when they say War, War never changes it is in reference to the fact that although the world has been obliterated Man and all forms of Man, will always be fighting.
This is actually done pretty well in the Fallout 4 intro, and I don't even particularly like the game. It shows WW2 and the struggle of different ideologies of man. It showed the resource wars and man's petty squabbles for the last of what was left.
The damn game starts with the Great War, what should have been the culmination of every war ever, but man prevailed, and War continued along. So yea, War does not change in it's most basic of principles which is man pitted against man. If Bethesda said that that's what the line means then alright. However, saying 'war never changes' as an idea that war is always fought between people then. What the fuck would it have changed to if it wasn't about people fighting? It would've been an entirely different thing. If you change a principle so core to anything then it is no longer that thing.
That's like saying 'The ocean never changes.' And meaning that it'll always be made of liquid.
